19 Yet in the church I had rather speak five words with my understanding, that by my voice I might teach others also, than ten thousand words in an unknown tongue (1 Corinthians 14:19).
Paul is writing to the church at Corinth concerning the speaking of tongues. He is reminding the church that every spiritual gift has a purpose and that they should not lose sight of that purpose. He is emphasizing the importance of good order and the edification of both believers and non-believers. So his point in this verse is not to downplay the gift of tongues but to make the point that there should be both a discernable teaching that is present and a benefit to the understanding of those in the church. There is a purpose to every gift.
