The previous may seem like a circular statement, but the implication of sovereignty is that choices are the responsibility of the Sovereign. God selects and chooses according to His will and purposes. This means that God’s selection is really not based on merit, but rather upon grace. Grace is a result of God’s sovereign choices. Grace is therefore literally imparted to the God’s people. God’s people cannot earn grace but are simply recipients of it. The God that chooses is gracious.
