God is telling Israel that they will be restored after Babylonian captivity. God has always saved a remnant for Himself. God continues to offer to save people. The purpose of salvation ultimately is not for the individual or for the nation, although obviously there is benefit to both, the purpose is for the glory of God. This may be hard for us to understand, but when you think about it, this explains why grace is grace. Grace is an act toward us, for our benefit, not because of how we are, but rather in spite of how we are. Salvation then is an unmerited gift by a sovereign God.
